The state-run companies got some command like keep the market strong I guess.Why?The government is afraid of the stock market goes worthless.The bad news spreads like a light on Internet,even the government can not do anything to stop it.

So in order to prevent the tragedy reappearing,or the government just needs encourage investors' confidence to Chinese Stock market.The government will not let the economic break down and do nothing.

Taking both of these items into consideration, we see that vaping is intended as a harm-reduction strategy for those who already smoke tobacco. That is not to say that vaping is 100% safe & risk-free; there are very few truly "risk-free" activities in life. The point that needs to be made is that e-cigarettes are magnitudes safer than traditional cigarettes.
All of that aside, the question that I feel needs to be answered is, "Is vaping okay for minors," not is it safe. But the bottom line is:
vaping is intended for adults who are currently smokers. This is harm-reduction, not a fun Sunday evening activity for the family. In no way, shape, or form should anyone under the age of legal maturity be allowed to purchase, own, or use an e-cigarette or vaporizer.
In many places, there is a legal ban on the underage sale of vaping equipment or eliquid to minors. This is a law that I fully support. Just as you must be 18 years of age in the United States of America to purchase cigarettes, you must be the same age to purchase a vaporizer. So, is vaping "safe" for minors? The Royal College of England also found similar results. The FDA in the United States, the ones who “regulate” Big Tobaco and Big Pharmaceuticals, are just now getting around to doing these studies. It blows my mind what companies will do for the dollar. Big Pharma wants you sick to sell you their drugs, Big Tobacco makes you sick and the FDA gets kick backs from both of these entities.
